Post Viscous Fan Clutch Question for 300TE or 300CE 

How does one check the viscous fan clutch for 124 chassis
if it is working correctly?
I bought a new fan clutch made by BEHR and it turns
quite freely with bith hot and cold.
On my other 124 chassis car, I have the OE clutch and it
is quite stiff to turn.
Please advise

My 300's  is a OEM and it turns pretty freely too. Dunno if that helps.
